Dear Mr Calderon,

The need to tackle climate change has never been more urgent. Science tells us that the window for taking action is narrowing rapidly, and millions of people are already being affected. Addressing the climate problem will also bring many other benefits to nations - from their economies and jobs to energy security and health. It is vital that the outcomes of the talks in Cancun help lead us to avoid the worst impacts of climate change. I am extremely concerned by indications that the Mexican Government is pushing a plan that goes down the same fatally flawed route as the Copenhagen Accord. According to UN analysis the pledge-based targets of the Accord could set the planet on a course for devastating changes by the end of the century - upwards of 4 degrees of warming. I call on the Mexican government to lead a democratic, transparent and participatory process at the UN climate talks, leading to balanced, equitable and science-based outcomes in Cancun to implement the UN Climate Convention and the legally binding commitments of developed countries to reduce their emissions under the Kyoto Protocol. It is crucial that the current UNFCCC talks agree to: - Cut Annex 1 emissions by at least 40 per cent by 2020 (based on 1990 levels and not using offsetting). - Emissions cuts from the US that are equivalent to the efforts of other developed countries. - Introduce a new financial mechanism under the authority of the UNFCCC. - Adequate funding from public sources in developed countries for adaptation and mitigation in developing countries. This is the only way to ensure that the legacy from Cancun is a positive step towards global action to tackle climate change. I look forward to your response.
