I am writing to you as a Council Leader whose authority is championing action to tackle climate change. A step-change in locally coordinated action to tackle climate change is needed to meet the commitments in the Climate Change Act. Friends of the Earth is calling for a nationwide system of local carbon budgets to be introduced in this session of Parliament, building on existing best practice and the Local Carbon Framework Pilot, of which York through the Leeds City Region is a member. Local carbon budgets would drive ambitious emissions cuts by helping local authorities to lead effective carbon reduction strategies across their local areas. As part of the system, we are calling for the removal of barriers to local authority action, providing access to timely energy and emissions data, and support for opportunity mapping of local emissions cuts and renewable installations. A local carbon budgets system would build on the learning from the Local Carbon Framework pilots that thousands of Friends of the Earth supporters recently lobbied the Government to protect. The budgets would replace and improve upon the existing National Indicator 186 framework due to be abolished in the Decentralisation and Localism Bill. Local carbon budgets have growing support as an efficient, locally driven and cost-effective approach to cutting carbon, including from both coalition Government partners, the Local Government Association, Unison, and a growing number of trailblazing councils from across the political spectrum. In the run up to the election the current Secretary of State Chris Huhne pledged his support for the idea, as did Oliver Letwin on behalf of the Conservative party.
