I am writing to you with my views on your consultation to focus this region's future development on economic growth. I am concerned that the proposal is vague about how sustainable development will be delivered in practice and not just in principle. Making economic growth the prime objective of the reforms is not at all reassuring when the need is for an integrated sustainable development approach where economic, social and environmental matters are dealt with equally and in an integrated way. Under the current proposals it is hard to see how the changes will not add to the many growing environmental issues the region faces because of the land use policies. I am also concerned that control of land use and spatial planning, which is key to ensuring sustainable development, is to be passed to the Regional Development Agency which has no experience or skills in this complex area. The proposal is also too vague about how impartial scrutiny will take place of the RDA and its regional strategy and how civil society will be meaningfully involved in key decisions affecting their local area and wider region. Please let me know your views on these important matters and how they will be addressed in the final proposals.
