London congestion charge1 May 2003
London has the worst traffic congestion in Britain. The rush hour has become the rush day. There is just too much traffic on our roads - and not just in central London where the charge will start.
Without firm action forecasts are for 300,000 more cars on London's roads by 2016. That will make the present congestion look like free flow. Public polls continue to show that people are concerned about the effects of high traffic volumes on their health and quality of life.
For a decade or more it has been obvious that London needs some kind of traffic restraint if the city is not eventually to reach a state of permanent gridlock.
