A parliamentary meeting last month saw MPs and council leaders from all parties call for local carbon budgets to be introduced in the Energy Bill.
Local carbon budgets would support councils to lead their community's transition to a low carbon future.
The briefing meeting gave MPs, Peers and researchers a chance to hear how local carbon budgets would work.
They also heard why council leaders from all political parties are calling for new legislation.
Local authorities have got responsibilities for all kinds of things - child protection, education - obligations they can't just walk away from. Nor should they be able to walk away from obligations in relation to energy reduction and sustainability.

The speakers made a strong case for local carbon budgets.
And they highlighted why a statutory responsibility - not just a voluntary approach - would help to ensure that all local authorities acted with appropriate ambition.
