17th Dec 1997
Friends of the Earth warmly welcomed Swindon South MPJulia Drown's Energy
Efficiency(Information) Ten Minute Rule Bill which was introduced today
(17 December). The Bill will rectify two anomalies in the law which
requires all new homes to have an energy efficiency rating [1]:
(i) these ratings are not made available to
purchasers or people renting the home;
and
(ii) the method of drawing up the rating is
not quality controlled, therefore the ratings are
unreliable.
Ron Bailey, Friends of the Earth's Parliamentary Co-ordinator said
Julia Drown's Bill will plug loopholes in the law, enabling
people to gauge the energy efficiency of their new home. If the Bill
is passed people will be able to make informed choices which will result
in lower fuel bills and fewer emissions of climate changing carbon dioxide.
Post Kyoto it is vital that every effort is made to promote
energy conservation -this Bill is one more step in the right direction.
We congratulate Julia Drown and hope that the Government will help this
Bill become law.

Notes
[1] An energy efficiency rating is given under
the Government's's Standard Assessment Procedure
and is called a SAP rating.
