Friends of the Earth (FOE) wants the Renewables White Paper to:

[1] So as to make a substantial contribution the UK climate change programme.
The Deputy Prime Minister is expected to publish the draft programme next
month. The Prime Minister has recent reaffirmed the Government's Manifesto
commitment to cut UK carbon dioxide emissions by twenty per cent by 2010.
[2] This is being done through the Utilities Bill which passed a second
reading in the Commons on Monday 31 January. A FOE Briefing on the Utilities
Bill is available on request.
[3] Under the Utilities Bill, the NFFO scheme will be scrapped. To date,
there is no indication of any replacement.
