FIVE KEY TESTS FOR UK RENEWABLES POLICY

Friends of the Earth (FOE) wants the Renewables White Paper to:

• reaffirm the target for at least ten per cent of all generation by the year 2010 to be from genuine renewable sources [1]
• require every electricity supplier to provide a year-by-year increasing minimum percentage of renewable power to their customers [2]
• provide direct short-term financial support for new technologies with high potential, such as off-shore wind and biomass energy crops. This would replace the successful NFFO scheme operated in the 1990's [3]
• remove municipal waste incinerators from the UK renewables programme
• and, ensure that the renewables industry is not adversely affected by the new trading arrangements for wholesale electricity.
     
  
  FOE will provide analysis and comment as soon as the document becomes available.
  

NOTES TO EDITORS:

[1] So as to make a substantial contribution the UK climate change programme. The Deputy Prime Minister is expected to publish the draft programme next month. The Prime Minister has recent reaffirmed the Government's Manifesto commitment to cut UK carbon dioxide emissions by twenty per cent by 2010.

[2] This is being done through the Utilities Bill which passed a second reading in the Commons on Monday 31 January. A FOE Briefing on the Utilities Bill is available on request.

[3] Under the Utilities Bill, the NFFO scheme will be scrapped. To date, there is no indication of any replacement.
