What are the Government's proposed changes to the planning system?

The Government's Localism Bill is proposing a new system of Neighbourhood Planning, without a right to be heard, and without sustainable development considerations.

In addition, despite Government commitments to introducing a right of appeal, there is nothing in the Localism Bill on this. Currently a developer can appeal against refusal of planning permission, but members of the public have no right to appeal against the granting of permission - no matter how strong their case.

Friends of the Earth and other major NGOs are campaigning to defend the public's right to participate in the planning process at the national and local level.
