14 November 1998
The outcome of the climate talks meeting, decided in a late night session, loses valuable time in the race to prevent dangerous climate change. There isn't even a timetable to agree the huge list of things they couldn't decide on. Every year that they put off hard political decisions, dangerous climate change becomes an increasing inevitability.
The key issue at the centre of the debate is that the countries couldn't face up to admitting the fact that what they agreed in Kyoto is nowhere near the deep cuts in carbon emissions which we need to stop climate change. This decision is crucial in terms of driving this whole process forward.
This meeting has been a trade fair, wrangling over how to keep the fossil fuel industry alive and burning.
