Road Traffic Reduction Bill Introduced to Commons
20 March 1996
Cynog Dafis MP, today introduced to the Road Traffic Reduction Bill to the House of Commons to reduce traffic levels in the UK by 10% by 2010 [1].
The Road Traffic Reduction Bill is supported by a joint campaign involving Friends of the Earth, the Green Party and the Plaid Cymru Parliamentary Party. The Bill calls for:
The Secretary of State for Transport to draw up a "National Road Traffic Reduction Plan" to achieve a 5% reduction in road traffic miles by 2005, and 10% by 2010. The Plan to be reported on and debated by Parliament annually. Local Authorities to draw up local Road traffic Reduction Plans authorising measures they consider appropriate to curtail traffic in their area Parish, town and community councils can draw up road traffic reduction plans if they so choose.
Roger Higman, Senior Transport Campaigner for Friends of the Earth said:
"Road traffic growth is responsible for a host of environmental, social and economic ills. As the Government has consistently failed to prevent traffic levels increasing, Friends of the Earth, the Green Party and the Plaid Cymru Parliamentary Party are supporting the Bill in order to force it to do so."

NOTES TO EDITORS:
[1] Cynog Dafis is Member of Parliament for Ceredigion and Pembroke North. He was elected on a joint ticket for Plaid Cymru and the Green Party. The Bill is being introduced under the ten minute rule. This enables MPs to make a ten-minute speech proposing a Bill to be introduced. The Bill stands no chance of becoming law in this session due to a lack of time. Friends of the Earth, the Green Party and Plaid Cymru are therefore seeking the backing of an MP to introduce the Bill as a Private Member's Bill in the next Parliamentary Session.
