Business pressure on planning threatens communities

Friends of the Earth warned today that a Treasury-commissioned review of the planning system by economist Kate Barker could pose a major threat to the rights of communities and to sustainable development. Barker, who is expected to publish an interim report this month, was commissioned following complaints from business lobby groups that the planning system was acting as a barrier to economic growth.

The Chancellor Gordon Brown commissioned the review in January this year but has already said that he will introduce legislation to make the planning system more flexible by the end of this year.

Friends of the Earth fears the review will place the demands of business over the rights of local people and the environment and is publishing a briefing today outlining its concerns.

Friends of the Earth's Planning Advisor Hugh Ellis said:

"This review poses a major threat to the delicate balance of development in our towns and villages. Local people have a democratic right to have a voice in the planning process and have an important role to play. By putting the needs of business ahead of the rest of the society, the Chancellor risks alienating local people and jeopardising the character of our communities."
